Emergency Racking Repair — What to Do When Racking Is Damaged

An emergency racking situation is any damage where the structure can no longer be assumed to carry its load safely: a heavy impact, a visibly buckled or leaning frame, a dropped beam, a partial collapse, or damage discovered on a fully loaded run. The response has to be structured, because the two most dangerous moments are the impact itself and the poorly planned attempt to clear up afterwards.

Recognising a Genuine Emergency

Not every dent is an emergency. It becomes one when any of the following apply: an upright is buckled, kinked or leaning; a base plate is torn or the anchors have pulled out of the slab; a beam has dropped out of its connector or is visibly sagging under load; bracing has been torn away; or the run is out of plumb. Measured against the SEMA tolerances — 3 mm frontal and 5 mm lateral upright deflection over a metre, 10 mm on bracing — most of these will be well beyond red.

If you are unsure whether what you are looking at is an emergency, treat it as one until it has been measured. The cost of an unnecessary isolation is a few hours of inconvenience.

Step 1 — Establish an Exclusion Zone

Stop MHE movement in the aisle and clear people from both sides of the run. The exclusion zone should account for the fact that a collapse propagates along a run and throws load outward. If the racking is back-to-back, the adjacent aisle is inside the zone too. Do not allow anyone to stand under the affected bays to look up at the damage — that is the single most common unsafe act after an impact.

Step 2 — Plan the Offload Before Touching Anything

Removing load relieves the structure, but the act of removing it introduces sideways forces and vibration into a compromised frame. Offload from the highest level down, use a machine, approach square to the bay, and avoid dragging pallets across beams. Where a frame is visibly deformed or leaning, a competent person should assess whether temporary propping or support is needed before any load is disturbed.

If the situation looks beyond safe in-house handling, stop and get specialist help. There is no operational reason worth a collapse.

Step 3 — Isolate Physically and Visibly

Once offloaded, isolate the bay properly: barriers or tape across the face, an out-of-service notice with a date and the name of the person who applied it, and an entry in the damage register. Communicate it to every shift. Isolation that only exists in one supervisor's head fails at the first shift handover.

Isolation is a legitimate, standards-compliant control. It is far better to leave a bay empty and barriered for a fortnight waiting for the correct component than to bodge a repair to get it back in use.

Step 4 — Report and Record

Notify the Person Responsible for Racking Safety. Record the aisle, run and bay reference, the date and time, the equipment and operator involved if known, the nature of the damage, the photographs taken and the control applied.

Under RIDDOR 2013 a collapse or partial collapse of racking used to store goods is a reportable dangerous occurrence and must be reported to the HSE. Injuries above the RIDDOR thresholds are reported separately. Damage caught before any collapse is an internal record.

Good records matter beyond compliance. They show which locations are repeatedly struck, which is where protection and layout changes pay for themselves.

Step 5 — Get a Competent Assessment

The assessment should cover more than the obvious damage. A competent engineer will look at the struck upright and its opposite leg, the bracing panel, the beams and connectors in the affected bay and either side, the base plate and anchors, the plumb of the run, and the condition of the floor around the fixings. Impact energy dissipates through the structure, so damage is frequently found away from the point of contact.

Findings are graded green, amber or red against the tolerances, and the red items dictate what must be done before the bay can carry load again.

Step 6 — Repair With the Right Components

Emergency repair still has to be a proper repair. That means like-for-like replacement or a manufacturer-approved repair system, correct section, correct grade, correct connector geometry for that make of racking — Dexion P90, Mecalux, Redirack, Link 51, Stow, Bito, Esnova, PSS, Apex and Polypal all differ. Floor anchors are replaced rather than reused where they have been loaded to failure, and every fixing is torqued to specification.

The reason we ask for frame height, frame depth, upright width, beam length and beam section on the enquiry form is that those five details determine whether we can arrive with the correct parts on the first visit rather than the second.

Step 7 — Sign It Back Into Service

Return to service is a decision, not a default. It needs the replacement work verified, fixings torqued, frame plumb checked, safety clips confirmed across the repaired bays, the load notice validated against the configuration, and the damage register entry closed with a written completion record. That record is your evidence under PUWER 1998 Regulation 5 that the equipment has been maintained in efficient working order.

The Duties Behind All of This

PUWER 1998 requires work equipment to be maintained (Reg 5), inspected where safety depends on installation or deterioration (Reg 6), and used by people with adequate information (Reg 8) and training (Reg 9). HSE guidance HSG76 covers warehousing and storage, including both racking and shelving, and sets the expectation of a managed inspection regime with a named responsible person. BS EN 15635 provides the technical framework for inspection frequency, damage classification and competent-person assessment. Together they mean an emergency response has to be documented, not just executed.

Reducing the Number of Emergencies

Sites that see fewest emergency callouts are the ones running planned inspection and repair rather than waiting for impact. Weekly documented visual checks catch amber damage while it is cheap. An annual expert inspection catches what familiarity hides. Column guards and aisle-end protection at repeatedly struck locations stop the same bay being damaged three times a year.
